Gretzky still is carrying it. Canadian TV didn't cut away to Joe Biden - they're following Gretzky's motorcade to the outdoor cauldron.

What you probably saw was Wayne handing off his spent torch for a fresh one just before he left. They only have a few minutes of fuel in them.

And there he is - and it's lit. I assume this is what the indoor one was supposed to look like - 4 big icicles (instead of 3) and a central cauldron.
