Nancy is in her own universe. A more detached paranoid you could not find, unless we are talking about bammy. My understanding of a 51 vote majority is that it only requires 51 votes to overturn it. Think this would be very easy to do by 2012. Since none of the benefits of the plan are delivered for five years but the costs are billed in year one, don’t see how it ever ramps up to a working model.
