Remember that the House does not operate on the basis of a fixed number of votes required for passage. Instead, the House can pass a bill based on a majority of those attending.
Accordingly, with a total membership of 435 but two vacant seats, there are only 433 Congressmen. If all attend the vote, 217 "aye" votes is all it would take.
The current membership is 255 D - 178 R (433 total). First time around, 40 Democrats voted against Obamacare, one GOP (Cao) voted for it. If Princess Nancy whips just two Democrats who voted "nay" into "aye" votes, she'll have her 217.
At this point, I don't think there is any chance that a Republican votes for it.
The question is how many "Blue Dog" Democrats who voted for the Stupak amendment will stand firm. I.e., how many of them don't want to commit hari-kari.
Still, I don't believe Miz Botoxicated has the votes. If she had 'em, she'd have done it already.
She HATES Stupak & accepted it only because she couldn't pass the thing any other way.
Some of those "allowed" to vote no? They're ALL up for re-election. Can she really get them to change back now, & abandon the "protective coloration" they've already achieved? "Sorry, home folks, I was just joking when I voted 'no' on Obamacare. I really like it better now."
I'm not saying that The Bill From Hell is silver-stake-in-the-heart dead. Pelosi obviously has some investment in the immortality of zombies. We have to be vigilant and active, we have to tell the Repubs to boycott Feb 25, we have to press loud and hard on the prolife Stupak Dems and Blue Dogs.
But I also think Pelosi's insouciant "Oh, we'll pass it alrighty" is bluffing.
