“How does this pass muster with the civil rights bill of 64?”

What does it have to do with employment or housing or accommodations or voting?

A private citizen can spend his/her/their money any way they want that is legal. To establish criteria in a private scholarship is perfectly legal.

And, please note: this thread refers to only ONE scholarship funded by the Gateses, that is obviously very specific in its target audience.
