They aren't. Arnold won office in a special election where Democrats, Green Party, Communists and everyone else was able to vote for him. If it had been closed to Republicans he would not have won. A very great many of Republicans who voted for him were worried that the Democrat might win, so they made a strategic choice that almost all of them universally regret.

Fiorina and Whitman haven't won anything or pushed aside anyone. They are presently media darlings the way Richard Riordan was.
