Take $30 billion of repaid TARP money and give it to small banks for community loans to small businesses?

How about give it back to the taxpayers to pay of consumer debt or mortgages and let the money flow to the banks that way. Banks get the debt off their books, and people can now spend their income on the economy instead of on paying off debt.
