Did I disagree with you on the basic concept of amnesty? No. I said, "While I didn’t like the amnesty provision at the time, in the long run it could have worked".

I will point out to you again that I disagree that the 1986 amnesty "could have worked".

There was never enough money in the bill in the first place for enforcement. And it only encouraged additional waves of illegal immigration.
