...Reagan did sign into law the Immigration Reform and Control Act of 1986. The IRCA included severe penalties for employers who hired illegals, with up to a $1,000,000 fine, improved border enforcement and a legalization provision that was a one time ONLY amnesty.I disagree. Amnesty is amnesty. It only causes more to illegally immigrate. The 1986 Act was a mistake made by a great conservative president, Ronald Reagan.
Mentioning it illustrates a point.

Did I disagree with you on the basic concept of amnesty? No. I said, "While I didnt like the amnesty provision at the time, in the long run it could have worked". I still believe that. Reagan didn't think he was making a mistake. Don't be so shortsighted. To just toss off the fact that Fat TeddyK was gutting the legislation funding has to taken into consideration as a major factor leading to the problems we face today. Enforcing the IRCA would have corrected the problem long term.
