It does count. They were still campaign promises. Whether we took him at his word or dismissed his promises is immaterial. They were still promises, and he has broken them.
He lied to the American people and it is now evident for all to see. And this, if for no other reason, is why it counts.
Oh stop it.
He said, on tape, that his agenda was "to build coalitions of power to bring about redistributive change". He said that his plan was to "fundamentally transform the United States of America". He wrote, not once but twice, that he decided to become a politician when he was "electrified" by a phrase in a sermon. That phrase was "white folks' greed runs a world in need" (which, by the way, was referring to Port-au-Prince, a place where white folks, greedy or otherwise, have as little influence as anywhere on the planet).
All this was glaringly obvious by August 2008 at the very latest.
The problem with Obama is NOT that he's breaking campaign promises.
The problem is that he's keeping them.
