So, which is it? 3/4 empty, or 3/4 full? Statement A: The gym is 3/4 empty, that means that 1/4 is occupied.
Statement B: She can't fill the gym [even] up to 3/4 of capacity - true, all she did was 1/4 (see A.)
Admittedly, the statement B is kind of redundant, but they are both technically correct.

Zogby has not been conisdered reliable for about ten years now. He has some lingering credibility because he was one of the few that picked up the GOP smashing of the Dems in ‘94 but since then he has been often wrong.
