The so-called "laws of nature" (and all physical reality) are merely a garment behind which G-dliness, the only true reality is concealed. Ask any Chabadnik. To attribute disasters solely to "natural law" or "randomness" is as erroneous as attributing them to an evil counterpart of G-d (dualism).
There is so much eighteenth century deism on this forum I sometimes think its named should be changed to "Deist Republic."
As to how God may act within the context of His "natural law", "If I knew Him I'd be Him", even though I "think" that I can discern certain aspects of His interposition in it in own my life.
As to "attributing them to an evil counterpart of G-d (dualism)", I think you may already know that I don't believe in so-called Satan.
