From al-Qaedas point of view, I would think launching an attack inside America under Democrat has certain attractions. An immidiate withdrawl of troops from Af/Pak to protect US homeland. Strike 1. Also the Democrat controlled Congress could pass whatever draconian legislation Obama wanted, all the name of increased security. Strike 2.

The so-called "draconian measures" have already been put into place by the Bush Administration (and prior administrations) in light of what would be necessary for the government to do in the case of a massive attack.
Some of these very kinds of actions that the Bush Administration has put into effect and the documents that have been produced about how to handle the massive population dislocations -- has already prompted many threads on Free Republic decrying it as a way to jail and imprison a lot of conservatives... LOL... (this being said during a Republican Admnistration, no less). Of course, it was mentioned under the title of a "one-world government", too... and so it was said that even our own Republican Administration was heading towards helping set up a one-world governments and that these "relocation facilities" (to help in the case of this kind of massive attack) was really "draconian measures" in order to jail conservatives (instead of a response to a projected attack that the government has been talking about).
The Democrats don't have to add anything to those "draconian measures" because they're already in place from during the Republican Administration. But, they're there for good reason -- and such an attack, like a nuclear attack (simultaneous) on around five U.S. cities -- would kick all those plans into "high gear" and would do whatever was necessary to preserve the on-going nature of the governing of this country.
Of course, like I said -- many threads have already been generated on the subject, especially during the last 8 years of the Bush Administration, on the subject.
