The idea of setting up a separate Consular Corps outside of the State Department has been discussed for many years. When DHS was set up, there was an attempt to move consular operatons there.

IMO, it would make no difference where it was moved since it is part of the government bureaucracy. Moreover, it would be a radical departure to move it elsewhere. No other country that I am aware of does it outside of their foreign ministry. And what other consular functions would go with it? Issuance of passports? Protection of amcits overseas? Notary functions?

Consular functions are closely intertwined with bilateral relations overseas. Every agency at an embassy or consulate serves under the Ambassador (with one exception, military commanders of an operational mission). Moving this function to the military is a bad idea for so many reasons, starting with the optics of a democracy delegating to the military the responsibility for who gets a visa or not. For now, civilians still run this country. What's next, a military coup?

Happy New Year to you kabar.

This administration is famous for hiding what is really going on under the realm of constant chaos.

Recently it's been the panty bomber and now chaos in Iran and Yemen.

IMHO,this lends me to wonder what is going on with cap and tax and more recently amnesty goals which are now quietly being batted around in Congress.

Any guess as to how far either issue will get?

I see your point, and it’s a good one. I just was steamed at the incompetence, and as someone earlier up thread pointed out, the military has its own issues of PC foolishness and incompetence.

I just cannot get over that this guy was turned in and still didn’t get red flagged. If they missed this type of person, how many more subtle signs are they missing?

My husband is working for a mining company in Africa right now, so I am a little touchy on this subject.
