Fornicalia prolly shucked this off because they are so cash strapped they can’t even prosecute some of the gang bangers they catch and if they do they can’t figure out a place to put them with Uncle Sam on their backs too about the prisons. Prolly figured it would get kicked upstairs to the Feds anyhow; why pay four or five times out of an empty pocket when they only have to pay twice? This bum swearing vengeance as he is caught is hardly a sympathetic figure, however it is a well proven principle that hard cases make bad law and this looks like no exception.
