Cardinal Etchegaray was born in Espelette, in the diocese of Bayonne, France, on September 25, 1922. Ordained a priest on July 13, 1947, in 1961 he founded the National Office for Pastoral Activities in Paris and in 1966 he became General Secretary of the French Bishops’ Conference. He was later elected President of the French Episcopal Conference. On March 29, 1969, Paul VI appointed him Titular Bishop of Gemelle di Numidia, and named him at the same time Auxiliary Archbishop of Paris. On December 22, 1970, he was promoted to Archbishop of Marseilles, and on November 25, 1975, he was named Prelate of the Mission of France. Elevated to the College of Cardinals by John Paul II during the Consistory of June 30, 1979, on April 8, 1984, he was appointed President of the Vatican’s Justice and Peace Council. On November 15, 1994, Cardinal Etchegaray was given another crucial Vatican position: President of the Central Committee for the Jubilee of the Year 2000.
