Any conviction of a moving ban or target in Kalifornia requires notification. For example I have beaten many HOV lane tickets because the cop could not verify that I knew what time it was. I am part of the reason some HOV signs now have clocks and "In force" lights. ;-)

A burning ban would also require specific notification and proof that you knew a ban existed. I do not watch local news, I do not go to government websites, I do not listen to local radio. I was not aware there was a ban and the Government failed in it's obligation to notify me that the situation had changed by not calling me or sending me a letter. I have (had) no intention to break the ordinance nor did I do anything maliciously.

I thought that ignorance of the law was not a valid defense.
