"just the beginning toward" something is a heck of a lot different from "is already in the bill."

Harkin undoubtedly wants to believe that the bill will lead, inevitably, eventusally, to sxomethng much worse -- and there is reason to think that he may be right -- but that isn't inevitable, and depends on future elections and us.
