Also many items that are banned or heavily taxed are already bought in the black market and I know this from personal experience. I personally participate in the black market and encourage all I know to do so as well. If you’ve every bought something from a friend etc . you didn’t pay taxes on it and so that was a black market purchase. They will simply apply a Value Added tax to get the revenue they crave. Any up front materials, industry, for building, food, clothing, electricity, internet, etc, will all be taxed up front. Europe is doing this now and they have short circuited this “black market” you claim is so lucrative.
