It is *not* privately funded at this point. The exploratory phase is funded by the state. And it is only exploratory - The contractors can back out at any time, and keep the earnest from the state... No one even knows what it is going to cost, or whether it can be done.
And you can bet your bottom dollar that if it fails funding, and she is president, she will get it funded by the taxpayer.
