Dry run (heading into holiday travel season) -vs- lawsuit baiters -vs- internet hoax

Because from a risk (business variety, iow lawsuit inoculation) and cost perspective doing exactly what they did makes sense. Doing other things, like actually kicking the whole group off the flight (bad PR and expensive lawsuit), or putting in cameras and additional Air Marshals (lots of $$$) aren't as ... easy.

It's going to take either more (MUCH more) public outrage than current exists at incidents like this, or an actual attack that results from a dry-run along these lines, to move the cost-risk calculation. Much in the same way that I was once told by a state DoT bureaucrat that putting a stoplight up at a VERY dangerous intersection wouldn't happen until someone got killed in a crash (or pedestrian road-kill situation) there.
