This made me think of Disneys South of the South -they wont even produce it for DVD... My brother actually got a VCR copy from Britain. Guess hes glad they didnt go thru his mail.I ordered the DVD from Canda Three times.
The first two were intercepted by Customs (aren't you glad you live in a free country?)!
The third time was the charm. Personally delivered by a relative who managed to get it through customs.
I would be happy to provide someone a copy if they know how to make it available on line to anyone who wants it for free.

If your DVD is a bootleg, customs may hold it. But since there is no “parallel import” (ignoring the domestic edition to buy the foreign market version), customs needs to F.O., it is outside of their office, no matter what Bubba Clinton tried to do for Big Hollywood in the 1990s.
And yes, Disney DID commercially release Song of the South to home video in the 1980s and 1990s in other countries (UK, Japan, Hong Kong...)
