Cited in english with reference by the Wikipedia article, Fog of War :

Looks good, but he doesn't say "the effect of", just, "like [a] fog or moonlight" ... "wie eine Nebel oder Mondscheinbeleuchtung"

He writes of planning not the physical activity of a war.

Unexpected and unknown physical attributes of a war are termed FRICTION.
