It’s when he wavers on a number of important issues and agrees with liberal dogma that he becomes a RINO. And Bush did. Amnesty, the increase in government spending in his 2nd term (which you’ve already acknowledged on this thread), and his push for the bailout equals three issues. That makes him a RINO regardless of his conservative stance on other issues.
