China will cut the intensity of carbon dioxide emissions per unit of gross domestic product in 2020 by 40 to 45 per cent from 2005 levels,

They have no intention of cutting actual carbon emissions, only the ratio of carbon to GDP. So if their GDP triples their carbon emissions would still rise by 150 to 200%.

They are going to lower their ratio with a massive program to build nuclear power plants. Something that could also be done in the U.S.
