I missed the crime in the story. Is it really a felony and 3 years in prison for sharply pulling on someone’s clothing?

No... it is a crime if you HATE them while you are assaulting them. See? It is the TOUGHT that counts.

If she had only pulled her scarf that would be simple battery.

But she said something bad too- so the thought police have grounds for arrest

Assault - threatening a person. Battery - physically touching a person (or their garments). Used by the JBT all the time.
