The FBI has always been tens gallons of stupid in a 5 gallon boot.
As comforting as it might be to assign blame to one organization, you might want to figure out to whom the Washington bureaucrats at FBI HQ are answerable.
Hint: Congress. Research the "Church commission."
Some of the restrictions on the FBI were removed by the Patriot Act in the wake of 9/11, but, again, the FBI serves as a branch of the Justice Department and the DOH, under the less-than-enlightened but always-political supervision of Congress.
It's always political, all the time. But that doesn't mean there aren't plenty of FBI field agents who do their best to protect their country. Don't blame them if politics, and PC, get in the way.
