Hopefully the kid got approval from someone before starting the project. Unions not withstanding, there are always liability issues and such to be worked out in case he would have gotten hurt or someone else getting hurt because of what he did.

The Boy Scout Eagle Award is thoroughly researched and planned by the id and his advisor, all documented. The kid would have had to submit plans and get approvals all they way up the line.
Kids who go for the Eagle are the top of the line. They will never be a Balzano and probably never work for one.
