Yes it is. Its like me saying that next year I will make my income $50K higher. I will do this by borrowing $50K on my home equity line now, and then in January 2010 I will deposit it and spend it.
I will then make claims that I have increased my income in 2010 by $50K.
This has Rahmbo/Axelrod all over it. It will allow Obama to read speeches from his Teleprompter (with his chin raised) telling everyone how under his leadership, he has reduced the deficit by $300 billion or so.
Its a lie, of course. But just proposing this nonsense provides another window into the political calculations of Axelrod and Rahm, and their stooge Obama.
