I understand that but what I’m saying is that if Reid tried to use a procedural ploy to pass it he couldn’t get the 50 votes. Even a Dim isn’t dim enough to realize that opening that can of worms will eventually come back to haunt them. I would expect another “gang of 14” travesty before the nuclear option and in this case even that isn’t likely.
