The reporter was a bit sloppy. CO2 is at 385 PPM now, is going up at about 2 PPM, so 450 PPM is *many* years off, and by then, this bill will seem like the least of our problems.
Also, where goes “climate emergency” appear in the bill (H.R. 2454)? I searched this ungodly monster for that text, and it does not exist.

What’s 350 all about again?!
350ppm is the atmospheric concentration of carbon dioxide that scientists say is the safe upper limit for humanity. We’re currently at around 389ppm, and rising at 2ppm per year. This December, world leaders will meet in Copenhagen to decide on a global treaty that will determine how the world responds to the climate change challenge.
