so then does it go back to the House for another vote, or does it just pass?
Democrat House members will be urged (forced, that is, by one means or another) to vote for the final, Sans-Stupak, bill on the grounds that the Perfect should not be the enemy of the Good.
The Senate has yet to report a bill. If it does report a bill (a big IF), and this is not likely until 2010, then the House and Senate bills must go to a conference committee. It is at that point that the Stupak amendment will be stripped from the bill. Then the conference report must be passed again in both chambers b4 the bill goes to BO for signature.
That is why the GOP was smart to work with pro life RATS to get Stupak attached to the House bill. When the conference report comes back with Stupak stripped, there will be a river of Democratic blood on the House floor, and the conference report will not get through the House. The pro life RATS will have their political cover, because they already voted for Pelosicare on the first round. It also innoculates these RATS with pro life voters.
I hope this helps answer your question.
