It was Tim Johnson, Republican of IL. Don’t know why he voted against the Republican alternative, but he won’t vote for Obamacare - see his press release on the subject:

And given that Cao didn’t vote against the Republican alternative, it’s unlikely he will vote for Obamacare (unless he’s an idiot who votes for both plans.)
