Did you get the impression the Stupak amendment will fail?
It failed in the voice vote, Stupak requested a tally, and they just moved on without one.
From what I read, it will succeed, because all Republicans will vote for it + enough Blue Dogs. Whether this is smart strategically, I don’t know.
I don’t think you can tell anything from a voice vote. I’m not an expert on these things but:
A)There is probably not a full chamber now, so I wouldn’t base it on the sound of the Yeas and Nays
B)I think the chair usually calls the voice vote in their favor and the actual winner is only known after the recorded vote is taken.
