Bases are like little cities unto themselves. Sure, the soldiers do carry firearms on base. However, that is only when cleaning their issued weapons or when conducting training exercises or live fire shoots. These areas would usually be far away from other base facilities like the one described here.

I've never been to Fort Hood, but I suspect that the area they have described would be an area where no field training is going on and therefore, there is no military carrying weapons around there except for base MPs.

I took Basic and AIT at Ft. Hood, and I suspect this area on Battalion Ave. wasn't too far from where my unit was housed, based upon video I saw. No, field training would not be held there, per se, but weapons (unloaded of course) may be carried by units on their way to/from training areas nearby. Personally owned weapons would only be carried with permission.
