The world is not a one track place where things only happen one way. The jihadis, create more jihadis by recruiting, not only Muslims but non-Muslims that they convert. Alienating moderate Muslims (by telling them that no matter how friendly, pleasant, or harmless they are) that they are going to be treated like a criminal makes it easier for the jihadis to radicalize them because the jihadis are willing to be their friends and all you want to do is eliminate them. It's not the only way that jihadis are made but it's a that they are made.
Let me put it this way, if you were stuck in prison and were being threatened by jihadis and some neo-Nazis offered to be your friend, take care of you, and help you get back at the jihadis that tormented you, would you take them up on it and join them, even if you otherwise would have no interest in being a neo-Nazi?
