Anyone in Mexico who needs to get a green card..like a new bride, must go to Juarez for US immigration. Why’s that? Who knows.
While there's several U.S. consulates in Mexico, it appears that the embassy in Juarez is the only one that processes immigration visas. It looks like non-immigration visas can be processed at several other consular locations around Mexico.
