Clinton got re-elected by the manufactured outrage over the Oklahoma City bombing.
Before that, he was on his way to irrelevance. But, by tying the bombing to his political opposition, his popularity surged.
That's why there was no credible pursue of co-conspirators: they didn't want to find it wasn't the "right wing" after all.
Clinton got re-elected because Newt tried to challenge him on Medicare reform and the Government shutdown, and then Newt very publicly tried to negotiate with Clinton about budget reform ... and Clinton absolutely trounced him every time; meanwhile, Newt kept saying and doing things as Speaker that were used very effectively to demonized him in soft-money ads.
Clinton would have lost in '96, had not the Republicans rescued him.
