Although I don't recall the exact quote, the exact subject, or who said it, I remember hearing something along these lines...

A foreigner was taken into the sheriff's office after having committed an "honor killing." He told the sheriff that he was justified in killing the girl who disgraced his family, because it was the custom of "his people." The sheriff responded that he and his family, as well as the dead girl were now in the sheriff's country, and they had a custom too. That custom is to put people who murder little girls to death.

The usual version concerns a British response to the Indian custom of sati.
