No, what I said is that the DHHL changed the REQUIREMENTS for their services from the former required “Long Form” to the COLB.

You deliberately left out the context Didn't you?

DHHL required the long form to establish native Hawaiian rights.

After 0bama's missing long form became an issue, Hawaii stopped issuing them at all, rather than expose their corrupt system to scrutiny.

This forced DHHL to accept the only document DHS would release.

Yes the COLB has been acceptable for years for most ordinary business, but as long as it was available the Long From was required for anything important, like getting rights to Hawaiian land...

Yes they have, but they would issue a certified copy of the original long form upon special request, until early last summer that is. The States Own Hawaiian Lands Program website told how to get the "long form", again until mid summer.
