I might be wrong about this, but I recall a discussion on FR that concluded that being born in a US territory would not be (has never been) a problem with regard to NBC status.

Goldwater was born in the Territory of Arizona. Although it was never put to the final test, consensus was that it sufficed.

OTOH, we have a troll on this very thread who thinks that "being born" suffices...
