In an affidavit filed in a Chicago court, the FBI refers to a July 8, 2009, e-mail in which Headley tells a man referred to as Lashkar-e-Taiba member A that ‘’I think when we get a chance we should re-visit our last location again and say hi to Rahul.’’”

“On or about September 25, 2009, Rana spoke by telephone with the Consul General at the Pakistani Consulate in Chicago in an effort to obtain a five-year visa for Headley to travel to Pakistan. It is clear from the email traffic unrelated to terrorist plotting that the Consul General knows Rana and Headley personally as all three attended the same high school,” the FBI claimed.
However, the affidavit, does not say anything if the Consul General was aware or had any inclination of the terrorist connection of Rana and Headley.
Rana (48) and Headley (49) are not only residents of Chicago, but were product of the same military school.”

SNIPPET: “Three names have been doing the rounds in India these days: Maulana Ilyas Kashmiri, David Coleman Headley (a.k.a Dauod Geelani) and Tahawur Hussein Rana; one hard core veteran Jehadi and two motivated ‘would be’ terrorists. They are in the news for plotting major assaults in India. Among them, Ilyas Kashmiri who was rumored to be dead early this year, in fact survived three drone attacks in Pakistan’s Waziristan region, belongs to the Al Qaeda- Harkat-Ul- Jihad- Al-Islami (HuJI) lineage and heads the Qaeda’s deadly 311 brigade. He still carries a head money of US $ 600,000 dollars. His name resurfaced when a report was published in the Asia Times last month. The semi-biographical report titled, “Al-Qaeda’s guerrilla chief lays out strategy” was written by Syed Saleem Shahzad of Pakistan who interviewed Ilyas Kashmiri about his future terror plans at his den and on his invitation.
In early September 2009, Pakistani officials and Western intelligence agencies believed that Ilyas Kashmir, Al Qaeda/HuJI operations chief in Pakistan and another close aide of Bin Laden, a Uzbek terrorist commander identified as Nazimuddin Zalalov (a.ka. Yahyo) have been killed in missile attacks in Turrikhel area of North Waziristan.
The other two names, Headly and Rana came as a bit of surprise to many in India and in the US. But their plan made one thing clear about the intention and capability of terrorist outfits (like LeT, Al Qaeda and JeM) that have transnational reach and global Jihadi agenda. These two men are part of a Lashkar-e-Taiba plot to attack major landmarks in India and Denmark. The US investigating agencies, including the Federal Bureau of Investigation (FBI) have so far neutralized what is now dubbed as LeT’s ‘Chicago Terror Plot’. Headley was arrested early in October 2009 by the Joint Terrorism Task Force at Chicago’s O’Hare International Airport. He was reportedly planning to travel to Pakistan in near future to meet Ilyas Kashmiri and other terrorist leaders. His accomplice and co plotter Rana was arrested from Chicago later in that month.”

Also is it exactly in the same Rahul’s city or a different one?’’ Headley asks the Lashkar terrorist who was drawing the plan to attack India on July 10.
Rahul has been identified as a prominent film actor who was on Lashkar hit list, who lives in Mumbai like all other members of the Bollywood fraternity. The 46-page document also suggests that the capital’s National Defence College was included among targets for Headley’s terror mission.
The reply that Headley received the same day suggests that the original, rather the main, target was supposed to be a city close to Mumbai. ‘‘There are some investment plans with me, not exactly at Rahul’s city but near that. Rest we can decide when we meet according to your ease,’’ wrote the Pakistan-based Lashkar leader.
‘Investment’ is, quite clearly, a code for an attack. The terrorists had identified five targets, including the Defence College, which was suggested by Headley himself.
Analysis of the FBI affidavit suggests that the US-based Lashkar operative was present in Pakistan from August to December in 2008, and that he left on December 7 — 10 days after terrorists surveyed Mumbai. His location during the period was traced to Karachi and Lahore.”

On Friday, Rana submitted a fresh bail application. He argued that an attack on a newspaper would not qualify as promoting a crime of terrorism. He has proposed $1 million in security for his release, including the home in which he and his family live in Chicago, and the homes of his relatives and friends. The prosecutors argued that by definition alone, his acts met the criteria of terrorism.
Rana was recorded discussing with his school-time friend and American national Headley an attack on the National Defence College in Delhi, “an attack directed at the conduct of the Indian government,” Attorney Patrick J. Fitzgerald said. He urged the judge not to enlarge Rana on bail, as this would increase the risk of his fleeing the country.
Responding to Rana’s argument that an attack on the Danish newspaper would not constitute terrorism enhancement, the prosecutors said: “The circumstances of the plot to attack Jyllands Posten, or its cartoonist and editor, make clear that the conspirators and Rana viewed the Copenhagen attack as a response to a provocation by Denmark.” — PTI”

When I saw his charge sheet and the mentions of senior LeT operatives known to the US, I straight away had a very good idea about who they were talking about because I lived and breathed LeT in my former work. The Willy Brigitte/ Faheem Lodhi case we had here blew open the doors on the LeT’s international network. Then there was the Virginia paintball crew and several jobs in the UK, all of which (including the Brigitte job) tied into each other via the same few LeT quartermasters and their controller, Sajid Mir and his superiors who head the LeT’s external/international wing.”

SNIPPET: “NEW DELHI: Less than a week before 10 Lashkar-e-Taiba operatives executed at least 173 people in Mumbai last November, David Coleman Headley checked out of a nondescript guest house near Chhatrapati Shivaji Terminus and caught a flight home.
His friends in the U.S., more likely than not, would have complimented him on his fortunate escape.
Now, there is mounting suspicion among the Mumbai Police investigators that Headley may have helped facilitate the Mumbai massacre by carrying out pre-attack reconnaissance in the city.
Last month, the Federal Bureau of Investigations charged Headley — born Dawood Gilani in Pakistan — and his associate Tahawwur Husain Rana, with plotting terrorist attacks in Denmark and India. Headley, Mumbai Police investigators say, visited Mumbai at least five times between 2006 and 2009, claiming to work for the Immigration Law Centre — a concern run from Mumbai’s Tardeo area.
Mumbai Police investigators suspect the concern may have been used to secure passports and visas for Lashkar recruits to travel to Pakistan through west Asia. Because of his apparently western name, Headley had succeeded in obtaining a long-term business visa and faced no scrutiny from authorities.
Rana, a Pakistan-born Canadian national, also visited New Delhi and Mumbai in April, 2009 — possibly, investigators suspect, to liaise with operatives of a still-active Lashkar cell.
Transcontinental Network prosecutors in the U. S. have so far refused to publicly identify the Lashkar commanders who handled Headley and Rana.
But a credible Washington, D.C., based source familiar with the LeT has told The Hindu that one of two men held by authorities in Pakistan in connection with the arrests, at the FBI’s request, is Sajid Mir — a Lahore-based commander responsible for handling the jihadist organisation’s networks in Europe and the U.S.”

India’s intelligence services have long suspected Mir put together key elements of the Mumbai attack plan, like making payments for the voice-over-internet accounts used to communicate with the fidayeen assault-squad through Barcelona-based Lashkar covert operative Javed Iqbal.
Pakistani authorities have charged Sheikhupura resident Abdul Wajid with organising these transactions for the Lashkar under the code-name ‘Zarar Shah.’ However, Pakistan has refused to allow the FBI access to Wajid, raising suspicions that he may in fact be a relatively low-level operative.”
