Nope. The Palestinians picked up suicide bombing after seeing (Iranian sponsored and trained) Hezbollah use it to great effect against Israel in southern Lebanon.

Now the Hezzies used suicide car bombs primarily. Not sure if they also innovated the suicide bomb belt/vest.
