I can see them cracking down on a thug hiding a knife in his car, but an Eagle Scout? Come on. How is he going to be prepared to defend himself against the thug breaking the policy unless a little bit of leeway is given.
The item in question hardly addresses “being prepared to defend himself”. It’s a simple common camping tool, the single most important wilderness survival item, and he chose one entirely unsuitable for any alleged malicious purpose.
