Yes, though it is actually 6 ½ years. They had to move the benefits out another six months for a lot of things. Check Text of the America's Healthy Future Act as Amended (PDF Version) and search in that for “January 1, 2013.” In most places, the amendment process struck that date and made it “July 1, 2013.”
