What’s wrong with requiring the best evidence available? Why take a general statement from an official when a long-form BC is on file? If I need to show my BC, it’s not enough to say, “Call the lady in the state vital records office; she’ll tell you.”

There is nothing "better" about the long form BC than the COLB already released. Both are equally valid proof of birth in Hawaii.

Why take a general statement from an official when a long-form BC is on file? If I need to show my BC, it’s not enough to say, “Call the lady in the state vital records office; she’ll tell you.”

He did show his COLB, which is just as good as a long-form BC when it comes to proving birth in the US. The statement by the DOH only corroborates the relevant information contained therein, namely that he was born in Hawaii.
