What’s wrong with requiring the best evidence available? Why take a general statement from an official when a long-form BC is on file? If I need to show my BC, it’s not enough to say, “Call the lady in the state vital records office; she’ll tell you.”
There is nothing "better" about the long form BC than the COLB already released. Both are equally valid proof of birth in Hawaii.

He did show his COLB, which is just as good as a long-form BC when it comes to proving birth in the US. The statement by the DOH only corroborates the relevant information contained therein, namely that he was born in Hawaii.
