I mistakenly transposed the groups.
It is the Kissinger-Scowcroft-Zbig group that has proposed the co-op between NATO and the Collective Security Treaty Organization in Afghanistan.
As for Carter in the Israeli group, that was more for domestic political reasons. When the plan was formulated, it was packaged up in a nice book with a video disc and furnished to all members of congress. It was important that there be two dems and two pubs. All of the dem leftwingers still swoon over Carter's Sec of State Cyrus Vance.
Scowcroft it the head of the realist doctrine group by virtue of the fact that he put Desert Storm together. Bob Gates is Obama's Sec of Defense, but he really works for Scowcroft.
