It's not really about the bus driver getting into trouble for touching the kids. That is a concern but the biggest reason the bus driver does not intervene is because if they leave their seat, there is a risk that another student could mess with the controls and cause a serious accident while the driver is at the back of the bus or off the bus dealing with other students.

That's why the cameras are on the bus now. They are for "after the fact" whodunit legal wrangling. About the only thing the driver is able to do without risk of getting fired is call the police and wait on the side of the road for them to arrive and board the bus.
