Scandal figure Marco Morales loses bid to stay in Mexico, his lawyer says

By Oscar Avila Tribune reporter

September 4, 2009

Marco Morales, a contractor convicted in a City Hall corruption scandal more than a decade ago, could be shipped back to the United States by next week after losing his final appeal against extradition from Mexico, his attorney said Thursday.

Morales pleaded guilty in 1996 to bribery and mail fraud as part of the wide-ranging Operation Silver Shovel probe. Morales said he bribed Anthony Pucillo, a former high-ranking Transportation Department official under Mayor Richard Daley.

Morales fled to Mexico in 1997 instead of reporting to prison as his plea agreement specified. He successfully challenged an initial extradition attempt in 2004, but U.S. officials tried again in 2006. “I am truly surprised,” his attorney, Jaime Tacher, said by phone. “We thought we were going to win this time like we won the first time.”

Officials with the U.S. Marshals Service in Chicago said they were unaware of the status of Morales. Because Morales has been out of the country for 12 years, it is not known what information, if any, he might offer prosecutors in any ongoing investigations surrounding City Hall.
