I’m seeing something else in the two documents, a slight difference.
Look at the watermarks at the lower left-hand and right-hand corners of each document.
The watermark at the left-hand corner appears to be some sort of three-arrow recycling symbol (”printed on recycled paper”?) and seems to be the same on both documents.
The watermark at the right-hand corner in the first document has some sort of ellipse imposed on a line of text.
In the first document, the ellipse is centered.
In the second document, the ellipse is larger and is flush with the right margin.
I wish I could see more detail, but these are pretty low-resolution images.
The little watermark (lower right-hand corner) I'd seen on the first document is the same as the one seen on the Democrat Party of Hawai'i document at this link:

except there's no "recycled paper" logo (with the three arrows symbol) on the left-hand side.
