You realize that was a non-binding resolution, right? It had no value or admissibility in a court of law. They did that precisely because they didn't want to wade into this morass - as no Congress or Court has wanted to in the 230+ years that there's been some ambiguity about it.

Wrong. If there were challenges to McCain’s eligibilty in the courts ( if he had been elected ) then the Congressional Record could be entered as evidence. The CR has been entered as evidence in cases where they were arguing over Constitutional matters in the past.
